Kozuki was notified that in Moscow they paid attention to the statements of the Japanese leadership on a peace treaty with Russia. In particular, we are talking about the fact that the inhabitants of the southern Kuriles must “with understanding understand the transition of the territorial affiliation of the islands to Japan.” The concern of the Russian side is also caused by statements about “refusing to demand compensation from Russia in favor of Japan and former Japanese residents for the post-war occupation of the islands,” the Foreign Ministry said.

The representative of Tokyo was told that such statements are misleading the societies of both countries and distort the essence of the agreements reached by the leaders of Russia and Japan on the basis of the 1956 Joint Declaration. In addition, such statements by the Japanese side can be interpreted as forcing the atmosphere around the conclusion of a peace treaty and an attempt to impose on Russia their own scenario of resolving the problem.

The ministry noted that the year 2019 will be a turning point in the issue of peace between the countries. At the same time, it was emphasized that Moscow is in favor of a clear commitment to observe the results of the Second World War, including Russia’s belonging to the southern Kuril Islands.

Earlier in January, Japanese Prime Minister Shinzo Abe swore to put an end to negotiations with Russia over the Kuril Islands. Before that, Abe had declared that the coming 2019 was the culmination of negotiations on a peace treaty between Japan and Russia.

The peace treaty between Russia and Japan has not been signed for more than 70 years. The condition of his conclusion Tokyo calls the return of the islands Iturup, Kunashir, Shikotan and Habomai. Moscow believes that the southern Kuriles became part of the USSR following the Second World War, and sovereignty over them is beyond doubt.
